Oversees the operational and maintenance aspects of traffic engineering to ensure safe and efficient movement of vehicle and pedestrian traffic throughout the City of Arvada in the most economical manner available. Responsible for design and contract administration of moderately complex traffic and transportation projects related to the city's infrastructure including street design, signal design and signing and striping of roadways. Responsible for traffic and transportation related review and monitoring of proposed privately constructed development improvements to be added within the public right of way and easements. Job Functions / Scope of Authority ESSENTIAL JOB FUNCTIONS -
Prepares budgets and reports on capital improvement / maintenance projects for public works programs. -
Prepares moderately complex requests for proposals, traffic and transportation studies, right-of-way acquisitions and design of traffic and transportation infrastructure projects including construction plans, specifications and bid documents. -
Administers moderately complex public traffic and transportation infrastructure contracts, which may include preparation of progress payments, negotiation of change orders, resolving contract payment disputes, and ensuring compliance with provisions in the contract. -
Manages capital improvement projects for intersection, roadway, bicycle, pedestrian and traffic signal improvements. -
Receives and responds to requests from the general public regarding traffic engineering which may include signing, striping, speeding, street lighting and other traffic issues. -
Reviews engineering plans submitted by others including traffic impact analysis reports; recommend changes for reasonableness, to conform with existing infrastructure, or in conformance to the city's Engineering Code of Standards and Specifications for the Design and Construction of Public Improvements, MUTCD, AASHTO or highway access codes. -
Enforces the city's Engineering Code of Standards and Specifications for the Design and Construction of Public Improvements related to traffic and transportation. -
Reviews and coordinates programs and projects with governmental agencies, districts, landowners, contractors, and consultants. -
Assists in negotiation of acquisition of right of way from property owners. -
Communicates and interacts with a variety of interests including but not limited to: elected officials, government and quasi-government representatives, districts, landholders, developers, citizens and others as needed to perform the duties and functions of the traffic engineer III position. -
Develops project budgets and oversees expenditures of the project funds. -
Proposes updates to the Engineering Code of Standards and Specifications for the Design and Construction of Public Improvements related to traffic and transportation. -
Analyzes alternative solutions to projects to determine the most adequate and cost effective solution. -
Responsible for design, timing, and maintenance of traffic signals. May work independently or with DRCOG on signal timing projects. -
Reviews and approves traffic sign and marking work orders, parking permits and reviews temporary traffic control permits. -
Provides technical resources to other city departments to ensure that applicable traffic standards (City Code, MUTCD, CDOT) are met. -
Oversees signal maintenance contractor; directs and assigns work. -
Oversees the design and operation of street lighting systems throughout the city. -
May assist with training and give guidance to lower level engineers and technical staff. -

Solid knowledge of principles and practices of traffic and transportation engineering, including standards, policies, and technical issues. -
Solid knowledge of public works practices and procedures, planning, and administration. -
Knowledge of traffic signal design and timing procedures and principles. -
Solid knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), American Association of State Highway Transportation Officials (AASHTO), and municipal traffic and transportation standards. -
Knowledge and ability to apply originality and judgment in the evaluation, selection, and adaptation of standard traffic and transportation engineering techniques. -
Solid experience in preparing and negotiating routine contractor and vendor contracts. -
Knowledge of financial and budgeting systems, and appropriate application of division resources. -

Ability to negotiate the acquisition of right of way from property owners. -

Plans own work and may assist with planning the work of others to meet defined work plans and objectives. Prepares and/or develops plans for moderately complex projects and programs involving coordination with other departments and/or outside organizations. Some precedents and procedures exist. Expected to handle different and specialized functions in department or functional area. Makes decisions based on organizational policy, codes, ordinances, goals and/or objectives. Adheres to procedures set forth in the City of Arvada codes and ordinances, and department and division policies and procedures. Working Environment / Qualifications WORKING ENVIRONMENT/PHYSICAL ACTIVITIES: The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job. Work is primarily performed in an office environment with low noise levels. No physical effort above and beyond what is normally required for work primarily performed in an office environment. Occasional exposure to working in traffic and exposure to noise, dust and exhaust. May occasionally visit construction sites, which may have large construction equipment, loud noise, pipeline trenches, and possible heavy truck and vehicle traffic. MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE): Bachelor's Degree in civil or transportation engineering or related field and eight (8) years of experience in traffic or transportation engineering, with at least two (2) years as a Professional Engineer (PE). Valid Colorado Professional Engineering License required (or ability to obtain within 6 months of employment). Must possess a valid driver's license (and ability to obtain a Colorado license within 6 months of employment). Preferred Qualifications: Professional Traffic Operations Engineer (PTOE) certification. |
