Assistance will be available in the Human Resources Applicant Office (located in the Virginia Beach Municipal Center, Building 18-Room 106, 2424 Courthouse Drive, Virginia Beach, Virginia 23456-9056) during the following days/times: Tuesday and Thursday, from 9a.m. to 1.pm. Performs a variety of engineering duties of a complex nature which may include any combination of:
- Project Management of Capital Improvement Program projects to ensure efficient administration of CIP projects;
- Designing and reviewing plans and specifications for highways and roadways, storm drainage, water and sanitary sewer;
- Supervision of technical staff and staff engineers; and others as required. Complex engineering work will entail a considerable amount of independent actions or decisions and regular assignments of complicated or specialized engineering tasks that demand application of advanced or specialized principles of engineering disciplines and problem solving skills. Will be responsible for the management of complex engineering projects, operations, and programs, and will be required to complete tasks with minimal supervision. Complex project examples include the design, construction, operation or maintenance of highways, buildings, storm water drainage, pump stations, sanitary sewer inflow and infiltration, vacuum systems, and potable water distribution, transmission or water quality projects. Will prepare or assist in the preparation of operating and CIP budgets. Provides comprehensive engineering and management support in all areas of engineering for the development of capital projects that appear in the City's six-year Capital Improvement Program (CIP), including cost estimates and related budget items; supervises design and inspection activities on a number of complex projects to ensure staff engineers meet city standards; investigates and resolves difficult technical development and operational problems to keep plan review procedures and project design activity functioning smoothly; assists in the planning, direction, management and supervision of a major bureau to provide for an efficient and productive staff; provides responses to citizen inquiries concerning specific projects to properly inform them as well as incorporate their input; provides recommendations as staff input for Planning Commission and City Council actions to assure that special needs of the City are met; provides training, supervision, and assistance to professional staff in preparation or review of design drawings to ensure City standards (to include the VDH General Permit for potable water systems) are adhered to and that good engineering practices are followed; coordinates projects with several interdepartmental agencies and the private sector to accomplish goals of the bureau, especially in maintaining the work effort on schedule. Successfully assigns and manages all work to achieve project completions of high quality and cost effectiveness while operating within fixed schedules; provides adequate supervision and training of subordinates for the efficient accomplishment of professional objectives; achieves objectives within the state, federal and local standards; solves citizen problems in a courteous and timely manner; ensures the health, safety, and welfare of the customers through proper design and construction administration of the City's water and sanitary sewer system.
The successful candidate will be required to obtain the Erosion Sediment Control certification (combined or plan reviewer or administrator within 12 months) and will have 24 months to complete the Virginia Stormwater Management Program Basic Course and have certification as a Plan Reviewer or Administrator. The candidate should have demonstrated proficiency with supervising technical staff (engineers and technicians) in performance of CIP design and/or construction project management and developer plan review for water and sanitary sewer systems; extensive Experience and knowledge of highway (including VDOT projects), water/sanitary sewer utility, drainage facility, and design and construction to include service taps installation; Experience with managing multiple municipal CIP projects and/or programs; Experience with developing solutions to complex engineering design and construction problems; Experience with developing and implementing departmental policies; Experience as an effective communicator with the public; and, the Ability to prioritize work and to handle multiple priorities. Ideal candidate has proven Experience in a fast-paced work environment involving complex Capital Improvement Program projects, has Experience with principles and practices of municipal financial accounting procedures for CIP projects; possesses excellent verbal and written skills; and has advanced knowledge of relevant computer software
Salary Range: $73,887.36 - $113,439.36 (Depends upon Qualifications)
