Metrolinx is an agency of the Government of Ontario and our goal is to create a transportation network that enhances the prosperity, sustainability and quality of life for the Greater Toronto and Hamilton Area. We lead planning in the region with a Regional Transportation Plan that guides the work and investments of the organization. This includes building light transit, bus rapid transit and GO Expansion, as well as operating GO Transit, UP Express and PRESTO.
Reporting to the Chief Communications Officer, the Director, Capital Communications provides direction and leadership to the development and execution of strategies for the delivery of all communication activities that promote and create public awareness of Metrolinx’ capital program that will connect transportation in the Greater Golden Horseshoe.
Monitoring, Strategy and Planning
Leads and executes complex communications planning activities to identify short and long-term communication requirements; conceptualizes and builds objectives into strategic communication plans that address all internal and external target audiences across all communications channels, including the media.
Accountable for providing strategic communications advice and direction on all aspects of the capital program to executive members of Metrolinx’s Senior Management Team.
Works closely with the executive leaders in the Government of Ontario to deliver on the mandate set out by the Ministry of Transportation by preparing briefing notes and joint communications planning.
Anticipates and responds to unplanned changes in capital priorities which are likely to impede effective delivery against the strategic communications plan and identifies mechanisms which to mitigate these risks
Delivers strategic advice, options and recommendations for issues management, including strategy, analysis, and messaging, as well as identifying and mitigating risks and concerns that could negatively impact Metrolinx’ brand and reputation
Leads the development of Key Performance Indicators (KPIs) and dashboards to monitor, measure and assess the effectiveness of all internal and external communications programs
Cultivates and leverages critical relationships with senior transit officials, and senior government staff to maximize the delivery of a holistic communications program in support of Capital Projects Group.
Plans and delivers all communications services and products to support Metrolinx Capital Projects Group and leads an integrated communications team with other Metrolinx’ business units that will support the implementation of these services and products.
Builds partnerships throughout Metrolinx to strengthen CPG’s alignment between business unit activities and corporate strategies, ensuring that business unit activities and communications planning are consistent with corporate direction.
Actively manages critical relationships with senior leadership across external stakeholder groups and government organizations to facilitate the execution of CPG’s mandate and to enhance the reputation of Metrolinx
Location: 10 Bay Street, Toronto
Completion of a degree in Communications, Marketing, Business Management, or a related discipline – or a combination of education, training and experience deemed equivalent
Minimum ten (10) years of related communications experience with a minimum of ten years’ in a strategic leadership / management role in a marketing and communications function
Aptitude to work closely with the Senior Management Team and leaders across Metrolinx
Relationship management skills to engage, cultivate, and manage relationships with a broad range of stakeholders to meet or exceed internal needs
Strong leadership skills to ensure members of the team are executing integrated communication plans that are results based and built on Metrolinx’s strategic objectives, resulting in goals and objectives being met through robust measurement.
Knowledge of and expertise in the techniques, strategies and methods of strategic communications, communications planning, issues management, stakeholder and media relations to direct and oversee a critical communication program that supports the delivery of a wide range of Metrolinx capital projects and transportation services
Experience managing vendors offering professional services
Strategic acumen and aptitude to work closely with the executive team and internal business leaders across the organization
Negotiating, influencing and political acuity skills to identify, analyze, and determine the impact of emerging and potentially contentious issues, and proactively develop and execute strategic issues management plans to address issues, propose solutions, strategic options and positioning
Oral/written/presentation communication skills to write speeches and briefs at the executive level and manage delivery of enterprise-wide communications services and products; to consult, influence and collaborate with colleagues across levels and business groups
