The San Mateo County Transit District is the administrative body for public transit and transportation programs in San Mateo County, California: SamTrans bus service, including Redi-Wheels paratransit service, Caltrain commuter rail service and the managing agency for the San Mateo County Transportation Authority. The District transports approximately 32 million customers a year and is one of the nation’s top transit agencies. The Assistant District Secretary reports to the Executive Officer, District Secretary and is responsible for providing administrative support to the Board of Directors and committees for three public agencies: the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain) and the San Mateo County Transportation Authority (TA).
EXAMPLES OF ESSENTIAL FUNCTIONS:
Provide administrative support to the Executive Officer/District Secretary.
Prepare agenda meeting packets for the Boards of Directors and committees.
Assist the Custodian of Records for Board and committees matters; maintain official votes and attendance at committee meetings and document relevant information for the official record.
Take and record meeting minutes for all Board and committee meetings.
Respond to inquiries from the public, staff, or Board members concerning Board or committee proceedings, actions or records.
EXAMPLES OF DUTIES:
Attend Board and committee meetings and/or special events which may be offsite and outside of regular business hours, including take and record meeting minutes.
Schedule and coordinate meetings, including the detailed preparation of agendas, arrangement of appropriate facilities and notification to participants; take and disseminate notes.
Reliably track, organize and compile agenda packet items by inflexible deadlines.
Accurately organize, assemble, print, post online and mail out both hardcopy and electronic Board and committee agenda packets by mandatory inflexible deadlines.
Accurately create documents and maintain records for the Board and committees.
Assist with the retention, indexing and retrieval of official agency records/documents.
Assist with public records requests as per the California Public Records Act.
Prepare expense reports and coordinate travel arrangements for Board members.
Act as Executive Officer, District Secretary in his or her absence as assigned.
Perform other duties as assigned.
Sufficient education, training and experience to demonstrate the required knowledge, skills and abilities to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to:
Five years of full-time experience providing executive level administrative support.
Experience working in a public agency.
Availability to attend off-site and monthly evening meetings as required.
Possession of a valid California Driver’s license.
Interpret and apply regulations, laws, directives, policies and procedures (e.g. Robert’s Rules of Order, Agency Administrative Codes, the Ralph M. Brown Act, California Public Records Act, and Agency enabling legislation).
Records management, including filing, indexing and cross-referencing methods.
Ability to use tact and discretion in establishing positive and cooperative working relations with the Board members, committee members, the public and staff at all levels.
