This position performs a variety of professional engineering assignments in design, construction, or land development which requires the application of standard engineering principles and methods.
The work performed by this class requires incumbents to apply professional knowledge and expertise as well as established guidelines and alternatives to make non-routine judgments and recommendations to management regarding complex issues; incumbents operate independently and select appropriate methods to accomplish project assignments. Positions in this class perform the less technically complex design projects and have a narrower scope of responsibilities than the Senior Project Engineer. This position may provide project support to the Senior Project Engineer and engineering oversight to the Engineering Technician.

Provides project management of public works or other city departments' projects, including preparing or overseeing the preparation of specifications, cost and quantity estimates, the design and plan preparation of roadway, storm drainage, sanitary sewer, water, and public facilities projects and oversight of the construction process.
Prepares or reviews studies or technical reports related to engineering assignments.
Prepares right of way plans in order to acquire land for city projects; research ownership, project requirements, and writes legal descriptions to convey property.
Oversees project construction to ensure work is performed in accordance with plans and specifications; monitors and coordinates construction engineering activities, maintains field records, prepares progress estimates and change orders, develops budget projections and directs field technical personnel.
Tracks and manages budgets for consultant and project contracts. Ensures all documentation is prepared and complete for contract execution. Also prepares agenda bills for City Council contract award.
Develops, coordinates and promotes funding programs, such as Local Improvement Districts. Provides information and assistance to program applicants.
Utilizes modeling software for water distribution, sanitary and storm sewer collection, and surface transportation systems to analyze their operation.
May provide plan review of development applications.
May support the Traffic Engineer Manager in such activities including traffic impact analysis scoping and review, traffic data organization, and other traffic operational and safety related activities.
Provides program management of smaller transportation and utilities maintenance and operations related improvements. Manages the city's Miscellaneous Project Program, including project identification, estimation of project costs, project design and construction management.
Manages the Transportation Benefit District program, including project identification, estimation of project costs, project design and construction management.
Provides engineering services and project management for capital and miscellaneous public works projects related to water distribution systems, water storage facilities, water treatment facilities, sanitary sewer conveyance systems, sewage lift stations, wastewater treatment facilities, storm water conveyance systems and storm water treatment facilities.
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.
Three years civil engineering experience performing design work for capital projects and construction inspection work in the public sector, or related professional experience.
Education and Training:
Bachelor of Science degree in civil engineering or related field.
Licenses or Certificates:
Must possess, or have the ability to possess within one month of hire date, a Washington State driver's license.
