SUMMARY: Directs and manages BMH laboratory and technical operations to meet client expectations and business objectives. Responsibilities include technical program planning, organization, operations, and staffing in compliance with contract requirements, the BMH quality system, and applicable laws, regulations, accreditations, certifications, and licensure requirements. ROLE AND RESPONSIBILITIES: In accordance with applicable standards, regulations, and BMH quality system procedures, the Director, Technical and Quality Systems is responsible for the following: - Oversee company laboratory facilities, equipment, personnel, and related quality systems to ensure effective and efficient lab operation to meet client expectations, business objectives, and applicable accreditation requirements.
- In coordination with the Chief Operating Officer and management team, develop and implement plans for the technical infrastructure of systems, processes, test methods, equipment, and personnel designed to meet the short-term and long-term growth objectives of the organization.
- Develop, implement and maintain the technical controls, laboratory administrative and reporting procedures, and resources needed to effectively and efficiently meet contract requirements.
- Achieve financial objectives by preparing applicable budgets;managing expenditures; preparing reports; analyzing variances; and initiating appropriate corrective actions.
- Represent BMH with clients, government and industry representatives, and business partners as applicable. In coordination with the management team, pursue business development opportunities with potential new clients or additional/increased business with existing clients. Prepare and issue accurate cost proposals and contracts, conduct appropriate follow-up, and build client trust and rapport.
- Oversee proactive client communication and project management within the area of responsibility, taking care to ensure clients are updated regarding the status of projects and/or potential risks to meeting applicable quality, cost, and/or schedule requirements.
- Develop, implement, and maintain BMH Quality System manuals, policies, procedures, and training to meet business objectives and applicable accreditation requirements in the areas of product certification, third party inspection, and laboratory testing. Under BMH, the Director, Technical and Quality Systems performs the duties of Quality Manager for BMI and Deputy Quality Manager for BCI. This role also serves as Deputy Signatory for ISO/IEC 17020 Inspection/Audits.
- Lead internal and external quality system and accreditation audits, prepare accurate and complete audit reports, and oversee corrective and preventive actions. Report to management on quality issues, trends and improvement needs.
- Serve as the primary point of contact for BMH accreditors for the purposes of achieving and maintaining accreditations and/or relevant approvals by government agencies, regulators, industry associations, and others as applicable.
- Provide for the competence, awareness, and training of internal and external personnel operating within the defined area of responsibility. Ensure that personnel are aware of their responsibilities for assuring impartiality, confidentiality, freedom from conflict of interest, and the relevance and importance of their roles in effectively implementing the BMH Quality System.
- As an active member of the BMH operations team, the Director, Technical and Quality Systems must be computer literate and able to be trained and perform audits, inspections, and/or tests as needed in varying field/lab/office/manufacturing conditions.
