The Division of Transportation Operations is responsible for managing?and maintaining?the performance of the transportation infrastructure. This division has over?150?employees and is responsible for managing the performance of the transportation infrastructure.
The Transportation Operations Division is seeking a Manager to lead the Signals Section. As Manager, you will be responsible for coordinating signal maintenance and construction programs as well as overseeing the City’s signal Tech Shop. As Manager, you will be required to create annual and multi-year maintenance programs driven by a thoughtful asset management approach to maintain a state of good repair for signal infrastructure. This position reports to the division Director and is responsible for managing both in-house and contracted efforts to achieve outcomes. This position works closely with System Operations Team. This team operates traffic signals, fiber communications network, Traffic Management Center (TMC), and ITS, IoT, and Connected Vehicle (CV) implementation projects.
Job duties and responsibilities of this position include, but are not limited to, the following:
Manage and support the signal maintenance and construction programs as well as overseeing the City’s Tech Shop
Provides leadership, focus, and direction to all signal maintenance team staff
Coaches, mentors, and challenges staff. Champions continuous improvement, including devising new strategies and innovations. Leads staff development initiatives that include training, development, and succession planning
Develops and monitors annual work programs for the signal maintenance program guided by asset life-cycle, emergency response, in-house signal build needs to support DOTI initiatives, and other construction activities
Coordinates with Colorado Department of Transportation (CDOT) in order to maintain CDOT roadway traffic signals that are located within CCD ROW
Manage team use of the division’s asset management and signal timing systems to manage work order delivery, inventory control, and labor hours
Provides technical assistance and guidance in the delivery of maintenance, programming and construction activities
Oversees the procurement for materials and contracts necessary to deliver annual work programs
Manages capital maintenance funds and tracks expenditures so that projects are achieved within schedule and budget
Coordinates and collaborates with other divisions, departments, and agencies to leverage program impact while maintaining maintenance targets
Coordination with DPD and other emergency services as needed
Provide high levels of customer service both internally and externally. Respond to stakeholder inquiries and attend meetings as needed with stakeholder groups; coordinate with dispatch
Report up to Division Director on all work plan progress or other pertinent information through regular reporting
Ideal Candidate Summary
Our ideal candidate will have:
Has the technical knowledge and skill set to serve as a subject matter expert in the traffic signals field with at least five (5) years of experience with signal maintenance, construction or a related field
Provides leadership and direction to staff members to ensure the continued development and management of an efficient organization. Establishes effective decision-making processes that achieve goals and objectives
Fosters an atmosphere of innovation
Thorough understanding of MUTCD and IMSA Rules and Regulations
Ability to manage large budgets and concurrent projects and deadlines while achieving outcomes
Reporting experience with data using programs such as Cartegraph or other asset management system, MS Office, MS Teams, Workday
Experience leading large field teams and mentoring/empowering current and upcoming leaders
Strong leadership aptitude, with the ability to encourage, motivate, inspire and challenge a team. Lead by example, while providing a vision and purpose. Cultivate positive working relationships

Education: Bachelor's Degree in Business Administration or a related field based on a specific position(s)
Experience: Three (3) years of supervisory experience
Positions with no subordinate supervisors require three (3) years of professional level experience rather than the three (3) years of supervisory experience
License/Certifications: By position, requires a valid Driver's License at the time of application
Licenses and certifications must be kept current as a condition of employment
Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education
Additional appropriate education may be substituted for the minimum experience requirements
