Experience Note: The following knowledge and abilities are attained through the possession of a Bachelors Degree from an accredited college or university in Transportation or Urban Planning, Public Administration, Civil Engineering, or related field and five (5) years of fulltime progressively responsible professional transportation planning experience which includes one (1) year at the level of manager or supervisor. A Masters Degree in one of the above disciplines may substitute for one (1) year of the required experience.
Knowledge of:
Concepts, principles, techniques and legal aspects of transportation planning, public policy and decision making;
Regional, State and Federal transportation planning processes, procedures, practices and regulations;
Transportation planning research and statistical methods including transportation modeling;
Regional, State, and Federal legislative and funding processes;
Community outreach and collaborative processes;
Principles and practices of organization, administration and fiscal and contract management;
Computer applications, such as word processing, spreadsheets and/or database.
Ability to:
Communicate complex information and proposals in a concise and understandable manner to both technical and non-technical audiences;
Take initiative to identify challenges and opportunities to develop creative strategies to support County transportation program;
Make and execute major program decisions, working with department management, consultants and policy makers;
Manage and monitor work assignments of professional consultants;
Prepare and present comprehensive transportation plans that satisfy multiple objectives and diverse stakeholders;
Independently research, evaluate and develop specific proposals;
Research, locate and write effective grant proposals for funding transportation projects;
Understand and evaluate strengths and weaknesses of various traffic modeling approaches, providing commentary as required in review of studies by others;
