DEFINITION Provides a variety of professional technical and management support to the Public Works Department by overseeing projects, programs and agreements; plans, coordinates, and supervises the development and implementation of the City’s Capital Improvement Program (CIP); acts as liaison for the City with a variety of private, public and community organizations and regulatory agencies; conducts studies, develops recommendations for action and policies and procedures; prepares complex technical contract documents for a wide range of public projects; responsible for regulatory compliance of the City’s solid waste, recycling, composting, waste prevention, stormwater quality and environmental programs; provides highly complex and responsible s
