 Provide professional expertise to assist Land Development on traffic related issues as outlined in the County&#8217;s Land Development Code.&#xa0; 
 May be assigned to other county locations based upon operational needs. 
 Attends work on a regular and consistent basis. 
 Must adhere to Federal, State, County and Local ordinances. 
 Responds to emergency situations.

 Join the RTC as an  Engineering Traffic Manager  and play a pivotal leadership role in advancing the region&#8217;s traffic operations and transportation systems.  As the manager of our Traffic Management Center, you will lead complex programs and projects while guiding a team of engineers and consultants in the delivery of modern, efficient, and safe transportation systems. This role is instrumental in advancing RTC&#8217;s Intelligent Transportation Systems (ITS) and Transportation Systems Management and Operations (TSMO) strategies, including the continued development of a regional Traffic Management Center and integrated corridor operations. 
 You will work at the intersection of technology, infrastructure, and strategy&#8212;overseeing projects from concept through implementation, collaborating with regional partners, and driving solutions such as signal coordination, real-time traffic management, and improved incident response.  Key Responsibilities 
 Duties may include, but are not limited to: 
 
 Lead and manage transportation and traffic engineering programs and roadway improvement projects, ensuring alignment with strategic goals, timelines, and industry best practices. 
 Supervise, mentor, and develop traffic engineering staff, fostering technical growth, independent problem-solving, and strong project management skills. 
 Oversee the review of traffic engineering plans, reports, and designs; ensure compliance with applicable standards, regulations, and contract requirements. 
 Manage traffic consultant and contractor performance, including scope development, negotiations, scheduling, and conflict resolution. 
 Analyze transportation and traffic data to inform project decisions, improve system performance, and support regional mobility goals. 
 Develop and manage project and program budgets, including cash flow projections, funding allocation, and contract/invoice review. 
 Collaborate with internal teams, regional agencies, and stakeholders to coordinate projects, resolve complex issues, and advance transportation initiatives. 
 Represent the RTC in presentations to leadership, elected officials, advisory committees, and the public. 
 Ensure compliance with all applicable federal, state, and local regulations, including safety standards and engineering requirements. 
 Support departmental leadership and may act on behalf of the Engineering Director as needed. 
 Minimum Qualifications 
 To be considered, candidates must meet one of the following: 
 
 Six (6) years of applicable experience including three (3) years in a supervisory role. 
 Bachelor&#8217;s degree or 
 Professional Engineer registration required with ability to obtain State of Nevada registration within one year of hire.

 General Role Description:

 The Director, Capital Planning will be responsible for directing the capital planning and construction program for the New York State Department of Health owned and operated health care facilities. The facilities incorporate over one million square feet of buildings located on over 400 acres of property on five different campuses. The Director of Capital Planning will also make recommendations to Health Facilities Management (HFM) and the facility administrators/chief executive officers regarding a wide variety of issues concerning building design and construction, as well as physical plant maintenance and code conformance. 
 &#xa0; 
 The Director, Capital Planning will have primary responsibility for the physical plant and code aspects for the existing buildings, new programs and renovations. The HFM program has $10 million in ongoing construction each year. Most projects must be designed to meet several sets of codes in addition to local, State and federal health construction codes. 
 &#xa0; 
 Travel, up to 30%, will be required. Travel includes overnights to the facilities and other program areas that may not be served by public transportation. 
 &#xa0; 
 Minimum Qualifications 
 A bachelor&#8217;s degree in a related field and seven years of experience in the direction and management of a relevant program; OR an associate&#8217;s degree in a related field and nine years of such experience; OR eleven years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources.  New York State license and current registration as a professional engineer or professional architect. Expertise in code compliant construction. Experience as a construction director or professional engineer on hospital or nursing home projects. Experience as a professional health care surveyor and building inspector or health care planner in a state area-wide regulatory or planning agency.&#xa0; Experience as a client representative or facilities management director for at least ten years in a hospital or nursing home or a corporation operating hospitals and/or nursing homes with responsibility for facility planning and development.

 Job Description/ Essential Duties: 
 These job functions are the essential duties of the position and are not all-inclusive of all the duties the incumbent may be assigned. 
 General 
 
 Work is performed with considerable independence in judgment and decision making, within established policies, procedures, rules, regulations, and guidelines. 
 Work is reviewed through observation, conferences, and periodic reports and for results obtained. 
 Oversees the operations of the Engineering Division within the Public Works Department. 
 Provides direct supervision for Engineering Division staff, including performance management, assigning work, scheduling, and mentoring. 
 Prepares and recommends annual operating and capital budgets to the Director of Public Works. 
 Responsible for keeping the Director of Public Works apprised of Engineering Division operations, project and program statuses, issues encountered, etc. 
 
 Project and Program Management 
 
 Reviews all phases of a variety of infrastructure, capital improvement, and private development projects, including utilities, grading, drainage, streets, sidewalks, curb and gutter, drive approaches, playgrounds, irrigation systems, and other public works-related construction. 
 Maintains and revises City infrastructure standards and specifications. 
 Plans, drafts, designs, and recommends construction and maintenance of City streets, curbs, sidewalks, ADA requirements, traffic signals, signs and pavement markings, drainage systems, sanitary sewer systems, water systems, and other related public improvement based on City codes, regulations, and professional standards. 
 Ensures projects are completed on schedule, within the prescribed budget, and are constructed to the required quality standards. 
 Administers professional service contracts, including managing professional services, and reviewing and approving construction contract documents, contract amendments and additional work claims. 
 Reviews submittals for compliance with City specifications. 
 Performs project management and contract administration activities for City projects, such as generating or reviewing pay estimates, measuring quantities, and drafting change orders. 
 Schedules and conducts pre-bid, pre-construction and progress meetings with contractors, consultants, and staff to answer questions and resolve issues. 
 Reviews progress payments and change orders. 
 Prepares quantity and cost estimates of proposed City projects. 
 Notifies property owners of property impacts and construction schedules of projects and resolves property owner and citizen complaints and concerns about projects. 
 Oversees inspection oversight for the construction of contracted public works projects and infrastructure constructed through private development to ensure contractor compliance with plans and specifications for each project. 
 Prepares or reviews record drawings and associated documentation of completed projects. 
 
 Other Duties 
 
 Provides technical review of private development and subdivision design plans, reports, construction, and ensures adherence to City standards, regulations, and code. 
 Provides technical review of traffic impact studies and performs traffic analyses   for City Street networks. 
 Prepares easements and legal descriptions and performs technical drafting. 
 Coordinates, maintains, and assists with City geographic information systems (GIS) data collection, water, wastewater, and storm water modeling, utility permitting, and reporting, transportation network data management, and water rights. 
 Responds to citizen and community concerns and inquiries, in accordance with City policies, regulations, and ordinances. 
 Demonstrates excellent customer service skills and establishes and maintains effective working relationships with other employees, officials, developers, contractors, utility companies, and members of the general public. 
 Attends evening meetings as required; occasionally travels out of town to attend workshops, conferences, seminars, and meetings during work and non-work hours as assigned; regularly modifies regular schedule to accommodate construction schedules. 
 May assist Staff Engineer and Construction Inspector with field work. 
 Provides technical support to other City departments. 
 Performs other related duties as assigned or required. 
 
 Minimum Required Qualifications (Education, Experience and Training): 
 
 Bachelor&#8217;s degree in civil engineering, civil engineering technology, or another relevant field; and 
 A minimum of five (5) years of civil engineering experience, including a combination of design of municipal infrastructure and construction management; and 
 A minimum of two (2) years of supervisory experience; and 
 A Professional Engineer (PE) License is required at the time of hire. Must have the ability to obtain a Montana Professional Engineer&#8217;s License within 6 months of employment; or

 Salary and Benefits 
 The expected hiring range for the position is $107,000&#8211;$110,000, with a full salary range of $89,678&#8211;$125,550, depending on qualifications. A 5% pay increase is provided upon successful completion of six months of service. The Town provides a comprehensive benefits package including health, dental, vision, long term disability, and life insurance; Local Government Employees Retirement System (LGERS) contribution; annual vacation, sick leave, and paid holidays.  As an Engineering Team Lead at Alpine, you will lead a team of&#xa0;structural engineers and designers who support truss manufacturers and builders across North America.&#xa0;This role offers the opportunity to blend technical expertise, people leadership, customer engagement, and product influence. 
 You will set direction for your team, coordinate and prioritize incoming work, and ensure customer expectations are exceeded through accurate, timely, high?quality engineering. You&#8217;ll mentor and develop engineers, elevate standards of execution, and collaborate directly with Alpine&#8217;s software development group to improve the tools used by truss professionals every day. 
 This is a role for someone who wants to lead, innovate, coach, and solve real engineering challenges with real?world impact. 
 Primary Responsibilities: 
 Lead &#38; Develop a High?Performing Engineering Team 
 
 Lead, mentor, and grow a team of engineers and designers, cultivating technical expertise, ownership, and continuous learning. 
 Forecast and distribute workload to meet customer turnaround commitments while maintaining exceptional quality. 
 Conduct performance assessments, identify training needs, and create growth opportunities for team members. 
 
 Deliver Technical Excellence 
 
 Design and review complex truss component designs, repair details, and engineering drawings. 
 Re?evaluate components holistically to provide safe, economical, and practical solutions. 
 Support customers with design questions, special load cases, and guidance on efficient component layouts. 
 
 Customer &#38; Field Support 
 
 Provide technical consultation to customers and internal teams, offering design improvements and real?world solutions. 
 Conduct site visits to evaluate structural concerns, analyze truss failures, and develop accurate repair strategies. 
 Partner with sales and technical teams to communicate findings and maintain clear professional relationships with customers. 
 
 Champion Standards, Training &#38; Process Improvements 
 
 Train engineers and designers to ensure consistency, accuracy, and alignment with Alpine&#8217;s engineering principles. 
 Represent the engineering group in technical presentations, seminars, and cross?functional meetings. 
 Provide engineering input to Alpine&#8217;s software development team to improve modeling, design workflows, and user experience.

 Job Requirements : 
 
 B.S. in Civil Engineering, Mechanical Engineering, or related field emphasizing statics and material mechanics. 
 Minimum 5 years of relevant engineering experience; Professional Engineer (P.E.) certification required. 
 Preferred but not required: experience with truss engineering, component design, or drafting for building components. 
 Working knowledge of TPI, NDS, ASCE?7, and other applicable codes and design standards a plus. 
 Strong communication, documentation, and collaboration skills. 
 Proficiency in MS Office; familiarity with design software tools. 
 Ability to travel up to 10%. 
 Salary Range - $92,000 - $130,000 (Highly Experienced). Salary is based on experience.</description>
