VDOT Richmond District, Traffic Engineering Team is seeking experts with traffic engineering interest, who can support the Virginia Department of Transportation in conducting complicated traffic studies to keep Virginia Safe and moving! We are seeking a dynamic individual to serve as the point of contact and represent Traffic Engineering in complicated planning and traffic studies. Position will serve as a responsible charge engineer in compliance with policies, procedures and the Code of Virginia. The selected candidate will provide leadership to include planning, supervising and directing staff and resources. Professional Engineer’s license is required. Serve as the point of contact and represent Traffic Engineering in complicated planning and traffic studies. Conduct detailed and in-depth reviews on microsimulation modeling files. Manage and lead in-house effort of conducting complicated traffic studies such as OSAR and STARS style studies. Serve as Responsible Charge Engineer for Signal Warrant Analysis/Signal Justification Report, microsimulation model development, and complicated traffic operations and safety studies. Assist in meeting Land Use review requirements established in legislation. Supervise and train professional engineering and technical staff. Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of engineering activities. Lead projects across functional areas of the department. Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources. Coordinate activities with management, stakeholders, customers, and key individuals throughout VDOT. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.

Minimum Qualifications:

• Ability to evaluate, develop and maintain innovative solutions for transportation planning and mobility initiatives.
• Ability to plan, prioritize, coordinate and complete multiple assignments within scheduled timeframes.
• Bachelor's degree in civil engineering or related field.
• Knowledge of microsimulation software packages including SimTraffic and VISSIM.
• Knowledge of the policies and procedures related to conducting complicated traffic engineering and transportation planning studies.
• Skill in oral and written communications.
• Valid Professional Engineer's license.

Additional Considerations:

• Experience in traffic engineering studies such as IAR, OSAR, STARS/Pipeline studies or similar complex studies.
• Experience in using safety analysis tools such as Highway Safety Software, Interactive Highway Safety Design Model (IHSDM), Interchange Safety Analysis Tool Enhanced (ISATe).
• Experience with traffic engineering software such as SimTraffic and VISSIM.
• Knowledge and experience in reviewing, modifying, and running Travel Demand Models, generating outputs and interpreting results.
• Knowledge and experience in signal, intersection, and roadway designs and cost estimates; familiar with related VDOT specific policies, standards and specifications.
• Knowledge in funding applications related to Smart Scale and HSIP.
• Knowledge of principals in Highway Safety Manual (HSM).
• VDOT Guardrail Installation Training (GRIT) certified.
